Squibs are the products of deep inbreeding - therefore they are born into pureblood families only. The point JKR made is that mixing blood is far better than keeping blood "pure" - thus condemning all the racist theories. Therefore, Squibs are safe, they are purebloods, but way too "much" pureblood, that their magical gene was missing.

Not only Hogwarts but above all the Ministry of Magic keep records (birth, marriage and death certificates), like any community institution would. Like for us in the real life : 당신 can prove your ancestry because 당신 have a birth certificate stating who your parents are (I keep aside particular cases such as abandoned kids). If one of your parents is magical, then he 또는 she must have at least a birth certificate at the MoM. In case of someone like Dean, he only has Muggle certificates which would have little 또는 no value for the MoM - especially a MoM held 의해 Death-Eaters.

Ok, sounds like sense - except one thing: Squibs are NOT born ONLY to pure-bloods. JK Rowling states on her official website: "A Squib is almost the opposite of a Muggle-born wizard: he 또는 she is a non-magical person born to at least one magical parent." - As one of a Squib's parents may be even a muggle, it naturally means it doesn't take all-pureblood to make a Squib. Note she said ALMOST the opposite of a Muggle-born. As in not the opposite. The only rule is that at least one parent has to be magical, so not necessarely pure-blood and the other doesn't have to be magical at all. link
