When countries make war, is it because of wizards 또는 Muggles?

Basically, who owns Britain? Are wizards just living there 또는 are Muggles? Grindelwald's like Hitler, so was WWII really a wizard war? Did the two occur simultaneously?

Grindelwald (and Voldemort) both had similarities to Hitler, but they weren't actually Hilter. The two wars occurred simultaneously: WWII was - mainly - in Germany while the battle with Grindelwald occurred in Britain (or possibly Bulgaria?)
