OK. Well I just finished th Deathly Hallows again and it said that when Harry, Ron and Hermione were listening in on the conversation on the riverbank that he was on the run because he was on the list of muggle borns. That confuses me.
Ted 통스 is a muggleborn wizard. In the last book he says that he heals Harry when he crashes and if that isn't enough for 당신 here's a quote directly from the 5th book: "Very clean, aren't they, these Muggles?" said the witch called Tonks, who was looking around the 부엌, 주방 with great interest. "My dad's Muggle-born and he's a right old slob. I suppose it varies, just as it does with wizards?"
Ted 통스 was a muggle born wizard, why else would be running from a registration as a muggle born? If 당신 don't believe me, read this, it should tell 당신 everything:

... and I just noticed that this 질문 is two years old xD I feel like my response is sort of pointless now...
According to the Harry Potter CANON Wikia, Ted 통스 was a muggle-born wizard that was to the much confusion to the readers, was several times called just a 'muggle'. However, usually, pureblooded wizards, even ones like Andromeda didn't go into the muggle world a whole lot. So, as an assumed, and proved fact 의해 the 7th book, Ted 통스 is at the least a muggleborn wizard in order to even meet Andromeda. ~Severe case of misunderstood identification.
