People aren't randomly selected to be able to use legilimency. Only powerful wizards can master it and it takes a lot of skill to master occlumency to block it out too. Like burgundyeyes said, Voldemort could also place images into someones mind to torture them.

Simply hearing one's thoughts is a lot less invasive than manipulating them.

your mind has to think about being hungry before your body will respond. you have to think about apples before your body will get up and get one. you're not always aware of your thoughts

Legilimency doesn't have the same flaws that the mind-reading does. Aro can only see your thoughts when he touches you. Edward can only see what you're currently thinking and he has a mile limit.

You don't need to touch someone to see what their thinking with Ligilimens, nor are you limited to current thoughts. You can see both past and present. The only way to be stopped is with Occlumency, which, as Harry showed us, isn't the easiest thing to master.
