In this forum I will give you a step by step icon editing...something. I use corel paintshop and picmonkey.

Effect 1: Click the pumpkin at the bottom on your left. Click Vampire. Click Nosferatu Dawn. Blacks: 40%, Fade: 30%

As you can see there's not much difference whether you've used Corel Paintshop in the beginning or whether you started with Picmonkey right away.
