I mean, not completely, but Anna does help. Elsa learned how to be happy, and how to control her powers (which, are representative of her emotions) through Anna. So although Elsa is not completely emotionally dependent on Anna, Anna certainly helps a lot with her emotions, and without Anna, Elsa might not be as happy as she is after the movie.
