Is it normal for a new comer in fanfiction.net to be unable to post a story right after signing in?

After signing in, I immediately pressed the 게시하기 button on the left side but it said that I won't be able to post a story right away because of 2 reasons: I was a new comer and some other reason... Is this normal? When can I start posting my 팬 fics.?

Have 당신 accepted the guidelines? 당신 have to do this every once in a while to keep posting. Just sign in, go to the 게시하기 tab, and then click rules and guidelines. Click the link on the bottom of the page and 당신 should be set!
