Without a doubt! This arc should be renamed 'The Arc of Pain' or something else that befits that sort of description. Most characters directly involved in this arc suffered and it was usually on multiple occasions. As much as I would like to list notable sad moments, I don't want to spoil things so I'll keep quiet. But this arc rose the stakes so high which is what made the emotional impact so much more. Let's not forget the conclusion to this arc, chapter 416 itself was a powerhouse of emotion ("Thank you. I'm sorry." and "I'd be so alone" are quotes I think speak for it.)

The Avatar Arc? I think that picture is in fact the only sad moment from that arc. Poor Juvia... But Mashima has almost retconned it by now in the arc which is a shame. That's why Tartarus was also the most emotional, its emotional moments have permanent ramifications.

All in all, Tartarus is definitely the most emotional arc that many others pale in comparison.

Before Tartarus came, the Tower of Heaven and Oracion Seis arcs came pretty close, the latter of which is actually my favorite arc.

Tartarus feels like all hell broke loose and it was certainly a game-changer in many ways. I loved it. The conclusion was also bittersweet.

I can't even choose. Every Arc seems to be so emotional, not even kidding!

I've never watched it, but I heard about the spoilers and the plot and it seems awful. By the way, what happened to Wendy's hair? Don't care about spoilers. Someone just tell me why and how.
