Honestly I think it's pretty obvious from beginning to end she only cared for herself. That small amount of affection she gave Rapunzel was only to keep her there. She often called Rapunzel her 'flower' showing even more so that the only thing she cared about was the vanity that the flower gave her.

I think Mother Gothel loved Rapunzel more as a prized possession as opposed to being a person. That doesn't mean that there is no love involved, but I don't think there is an emotional connection involved. I don't think she has the emotional ability to really love a person for their being besides herself, however.

you can't know some one for 18 years, much less raise someone for that long. i mean she could of made rapunzel's life miserable for all that time, but instead she let her have paints and books and all sorts of things. so she had to have had some love for her, it was just overshadowed by vanity
