That small amount of affection she gave Rapunzel was only to keep her there. She often called Rapunzel her 'flower' showing even more so that the only thing she cared about was the vanity that the flower gave her. posted over a year ago.

That doesn't mean that there is no love involved, but I don't think there is an emotional connection involved.
