I'd say she's the protagonist for sure, but doesn't set out to achieve a goal, so that's why I think her and a few others don't count as heroines. (That's just my idea.)

Like Jasmine, I think she's borderline. But she does get some heroism points for trying to establish a life for herself after running away from the Queen. It's not like she was entirely reliant on waiting for her Prince to come.
