It's marketing. If you push it into people's faces long enough, people begin to believe that it must be good, or they stop to see what the fuss is about. Minus the annoying song, people love Elsa because she is everywhere.

Not AS much, but her ice powers would definitely help. and I agree with 8804. I've never seen anyone give good reasons IRL really. Little kids (bless them) rarely have deeper reasons for liking a character beyond how cool or pretty they are and older people just like her song and how she tells off Anna's "stupid" longing for true love.
