What DOES bother me is that they changed her from bad to good while the movie was still in production. (I know, alot of you are going to hate me because I said that.) All-in-All, it is what it is.

She's not a villain, but she is an antagonist. She doesn't mean to be, and she doesn't want to be, but she keeps creating obstacles for Anna (the protagonist) to overcome.

She keeps the gates locked so her sister can't enjoy company in the palace, she says "no" to her sister's engagement, she runs away and creates the storm that Anna has to find her to talk her out of continuing, she refuses to try to work with Anna to stop the eternal winter, she strikes Anna's heart with magic, she then throws her out instead of trying to help her after striking her with her powers, her fear makes the eternal winter and Anna's heart condition grow worse.

Again, I get that she means well and loves Anna and vice-versa, but she is the main antagonist of the film. Not a villain though, people need to learn the difference.

^ Well, she doesn't intentionally keep the gates locked; their parents made that decision, and it would have protected Anna from Elsa's powers (why Anna couldn't leave, I have no idea, but anyway, that part wasn't Elsa's decision). But yeah, she does the other things (most of them unintentionally, of course). :)
