From what I've seen, they are writing DE as the true soulmates of the show. (I don't actually believe in soulmates but this is a TV show sooo, plus if I did DE would definitely be soulmates)
IMO Stefan and Elena were always meant to meet though, so Damon and Elena would eventually find their way to each other. So in that way, maybe SE are soulmates, because they are still connected. But Damon and Elena are the classic romantic soulmates, torn apart by tragedy and circumstance (Elena's parents' death, not remembering meeting Damon beforehand). That's why they're the perfect love story.
