ONE: Was Chloe actually sent to Davis?

Davis says in Prey to Chloe that “luck isn’t part of my daily routine. I feel like….I feel like 당신 were sent to me.”

Later Chloe says, “After all these years of keeping it a secret. Why tell me?”

Davis replies, “I think 당신 know.”

We're meant to assume it's because he has feelings for Chloe. But what if there's 더 많이 to it, than even Davis realizes himself?
