Fire, Graceling, 또는 Bitterblue, all 의해 Kirsten Cashore. Good books. Not too much in the superpower department, but 불, 화재 (Fire) has mental power and Katsa (Graceling) is raced with survival (fighting, foraging, etc.). Bitterblue doesn't really have a "power".

Any book 의해 Tamora Pierce, though the romance tends to be in the later 책 of eah quartet.

The 마법에 걸린 사랑 Forest Chronicles 의해 Patricia Wrede.

Maximum Ride 의해 James Patterson. 더 많이 sci-fi than fantasy.

Percy Jackson and the Olympians/The 히어로즈 of Olympus 의해 Rick Riordan. The narrater in PJO is a guy, but everything else meets the criteria. His 사랑 interest is there almost the entire time.

The Kane Chronicles, also 의해 Rick Riordan. There are two narraters, one of which is a girl.

I am number 4. There isn't a strong female character until the 초 book though.
