well i did a 구글 image 검색 and i got this name

rinyuki hanzai shippuuden

so her name is rinyuki hanzai

and i thinks she from 나루토

i hope this helps X)

Looked for awhile. It appears to be an original fanmade 나루토 Shuppuden character made 의해 Meyxrabbit. She can draw, but her art style seems inconsistent. She has a fanbase on DA & photobucket, but she does little 더 많이 than make OCs.
