In my point of view, he is *'dragon spit', a dirty bastard* of a dog and a cruel psycho who thought to much of himself 'til the moment he died. He sold his little sister to a wild man she'd never seen before, just to have the very small chance of getting back 집 and follow his daydream to sit on his ancestors' throne, what he does not deserve. He also hurt Daenerys many times before, when she 'woke the dragon'. In the later 책 it is mentioned he also wanted to take her maidenhood before she wed Drogo. Now, does someone else like Viserys ??? *...* = This is not to be meant unrespectful. It was bad how the Lannisters killed Elia's children (or just daughter; Robert called them dragon spit).
